A Business Improvement Area (BIA), is a defined geographic area where businesses and sometimes property owners collectively fund initiatives to improve the area's economic vitality and attractiveness. They are typically non-profit organizations that use a supplementary tax or assessment on businesses within the district to finance projects and services beyond what the local government provides.
